Delegation from Malaysia visits BIBB
Exchange of expertise on data management and strategic use of data from vocational education and training

At the beginning of May, a high-ranking delegation from the Malaysian government visited BIBB to learn about and exchange information on data management and the strategic use of data from vocational education and training.
Division 3.2 had prepared an intensive programme for the Malaysian guests: After a brief introduction to BIBB and the basics of the dual vocational education and training system in Germany, two experts from the Research Department provided insights into BIBB's data-related scientific work:
Felix Lukowski from the BIBB Research Data Centre presented the data generated or processed at BIBB. The guests from Malaysia were very interested in the specific examples of research data provided by the Research Data Centre. For example, BIBB regularly analyses the cost-benefit ratio of in-company vocational training in representative company surveys. Last but not least, there were also a number of questions about the data protection regulations for our own surveys.
In his presentation, Robyn Schmidt focussed on indicator-based VET reporting and therefore also the strategic use of VET data. Using practical examples, he showed how BIBB provides political decision-makers and the public with data so that they can use it to measure and influence developments. In this context, he referred, for example, to the legally extended access options for part-time dual vocational training since 2020 and the extent to which people actually make use of this option more than before (Spoiler I: hardly any, see corresponding publication, only available in German). Robyn Schmidt also gave an impressive presentation on how vocational training statistics can provide information on the successful integration of refugees into vocational training and the labour market (Spoiler II: For refugees who opt for dual vocational training, it takes around five years from their arrival in Germany until they successfully complete their training and enter the labour market, see publication, only German as well).
The Malaysian experts asked numerous questions and also contributed their own experiences - this resulted in a very lively exchange with many insights and points of reference for their own work - in Malaysia and for BIBB in Germany.
Background
The visit had been requested by the UNESCO International Centre for Vocational Education and Training (UNEVOC) in Bonn, which had organised a programme of visits to Germany lasting several days for the delegation. BIBB has been a national UNEVOC centre since 1994 and has been actively involved in the network for vocational education and training ever since.
