Cooperation with partner institution on the Philippines
The Technical Education and Skills Development Authority (TESDA) and BIBB have been working together since September 2014 on the basis of an institutional cooperation agreement covering the topic of cost-benefit analyses.
An institutional cooperation agreement between the Philippine Technical Education and Skills Development Authority (TESDA) and BIBB has been in place since September 2014. This was extended for a further three years in March 2024.
Cooperation TESDA-BIBB 2024-2026
The topics of the currently valid agreement are
- Cooperation within the framework of the initiative “Towards a Global TVET Agenda” funded by the Federal Ministry of Research, Technology and Space
- Organization of a joint international roadshow on “digital media in VET” in October 2025 in the Philippines
- Organization of a joint exchange on research design, data architecture, and institutional planning processes
- Organization of thematic study visits
2022-2024
- Cooperation within the framework of the Bridging Innovation and Learning in TVET (BILT) project and its expert group on “dual transition in the hospitality and tourism sector” and
- cooperation on joint regional events in the Asia-Pacific region
2020-2021
- Collaboration of TESDA in the Bridging line of the BILT project on exchanges between Europe and Asia-Pacific,
- Presentation of the TESDA Online Programme,
- Creation of a video on entrepreneurship for the BILT Learning Forum, and
- Participation in the BILT expert group at meso level for the identification of "New Qualifications and Competences", their integration in curricula and training regulations as well as their implementation in schools and companies.
The publication TVET advocacy: ensuring multi-stakeholder participation was produced in cooperation with TESDA.
Cooperation TESDA-BIBB 2014-2019
In the period 2014-2019, the focus was on VET reporting and the cost-benefit of in-company training.
2017-2019
The revision of the steering mechanism of vocational education and training in the Philippines was the focus of the cooperation. The primary focus was on the needs and contributions of enterprises to strengthen the enterprise-based training system.
2018
Participation of Philippine enterprises in dual training remains very low (about 450 out of about 900,000 enterprises). As part of the K to 12 Plus project, BIBB identified reasons as well as needs and possible contributions of enterprises vis-à-vis the government and trade unions. The results were incorporated into the discussion paper "Needs of industry from the state and related contributions".
2017
BIBB commented on the Philippine Apprenticeship Law. Together with employer and employee representatives (Steering Committee), BIBB prepared a position paper on the bill.
2014-2016
In 2016, a workshop on VET reporting was held in Manila. In addition to presenting the concept for VET reporting, working groups developed guiding questions, indicators and project planning.
From January 2015 to June 2016, BIBB supported the preparation and implementation of a cost-benefit study (CBA) in the field of VET in the Philippines, as well as in the processing of the results and the publication of the study.
The results were presented at the 3rd Regional VET Conference in Laos, at a stakeholder workshop in Manila and at the 42nd Philippine Business Conference.

The study is part of the K to 12 Plus project www.k-12plus.org/ and should contribute to the improvement of the practice and needs orientation of vocational education and training in the Philippines. The project was carried out in cooperation between BIBB, sequa and Philippine stakeholders.
